extreme cold no start 200

hey all, I have a '93 245 in vert nice shape and usually runs perfectly. Once before, and now this morning it refuses to start. Both occasions it's been -18 or -20F up here in this frozen hell we Mainers call home. I suspect the in tank pump has been acting up lately, since it starts on the second try when the fuel is low. Could this affect the extreme cold starting? My '90 245 starts right up every time. Your theories are appreciated.
