Wiring help for 1990 240 wagon, SE PA 200 1990

Hello:

A friend of mine lives near Lancaster, PA and has been having repeated problems with her 1990 240. It has been having problems starting, and had work done to resolve the problem that included replacing distributor, plugs, a couple of fuses and cleaning off burned out wires in the ECU.

Now, the engine won't even try to turn over, and the instrument panel won't illuminate.

She's dreading that the wiring harness needs to be replaced, but is out of money and patience to have mechanics spend hours of their time to come to this conclusion.

She really wants to keep the car and loves 240s. Can you recommend an expert mechanic in her area that could quickly diagnose the issue(s), or perhaps one of you is a good samaritan willing to donate some time in the interest of saving another 240 :)
