stubborn no start 200 1986

Wow - this one's tough. 240 NA LH 2.2 was running then no start. Disconnected the AMM and started okay. Now no start.

Read forums, and I'm stuck. Both fuel pumps running and good flow ~300mL/sec from outlet of NEW FPR (during cranking). New intake hose. Plugs wet, but good spark. Doesn't even catch.

Checked static timing - good. Checked voltage at ECU for engine temp sensor - correct for outdoor temp. Removed bolt before CAT to see if plugged, no difference. I think the gas is good (no water), added 2 gallons.

What am I missing?

Can a weak (but present) spark cause this or a leaky fuel injector? The wet plugs seem to indicate too rich but I've cranked it a lot even with the main fuel pump disconnected (at the pump) and the #4 fuse removed (tank pump). Starter fluid seems to get it to catch, but I'm afraid to put in too much.

How long to clear fouled (too rich) spark plugs?

Any help with this tough one would be appreciated. Thanks.

P.S. does anyone know if 'flooring' the gas pedal and having the TPS go to WOT but at low RMPs allow the ECU to shut down the FI relay to stop the pumps to help with a flooded engine?
