right turn signal is fast and dim

The right signal flashes faster and only 1/4 as bright as the left. I first thought it was the bulb but remembered I replaced the bulb recently and the bulb has both filaments intact. It seems the larger of the two filaments isn't firing. Could it be a break in one of the wires near the plug?
