sluggish until warmed up ? 700

I own a 1987 760 turbo. I am trying to diagnose why the car is extremely sluggish until the engine warms up ? The engine has been tuned up, throttle body cleaned, checked for vacuum leaks..etc etc etc. The car does not stall, it just has absolutely no power until the engine warms up. Once it is warm it is fine. If anyone has any suggestions I would appreciate it.
