Car doesn't start or stalls in rain 900

My son's '95 940 210K hasn't been able to start all week in this rain!

This has been going on a while and I have taken the following steps:

1) Had the crankshaft sensor replaced

2) Inspected the rotor and cap for damage and wetness. It's fine and relatively new.

3) Verified fuel pressure at the rail using pressure gauge

4) Verified spark

Any thoughts?

Another possible clue: the hood is allowing some water into the engine compartment in front of the windshield due to a slightly bent hood.
