Static drain fuse #8 200 1989

Have a 89 245 which had a no start due to dead batery, traced back to fuse #8 by static test 5 milliamps when fuse #8 removed and 162 milliampswhen fuse installed , this fuse has the power locks on it and I am leaning towards an issue with that ,does anyone know best approch such as what color does lock unlock wire at panel so as to remove or should I start at drivers door and work towards rest of circut what are some common issues of this device?
