Cold running and low power 200 1979

So my '79 242 (4spd manual) has never been a fast car. But I recently took a '79 245 (also manual) out for a test drive and it was noticeably faster than mine. I've checked the timing and the vacuum advance, which are both correct. Then one day the car died on me while driving home. I got it restarted and now when cold it REALLY doesn't have any power. Once it warms up it gets better but I can still feel it missing under load. But I did notice that the cold start injector and frequency valve are not getting any power. Both are brand new.

Where does the frequency valve get its power from?
Aside from installing a wideband, is there another way to check to see if the car is getting enough fuel?
I also have a problem where in the space between when the engine is fully cold and fully warm, the idle bounces up and down. I don't know if that's related.
