do both pumps have to be working for 240 to start? 1988

OK, I, with much difficulty, removed and replaced the external fuel pump and filter on my '88 240 DL.
(which had been sitting for 2 years In a cool, damp garage with a full thank of gas and stabil.)
do I have to somehow prime or fill the black tube that runs from the tank to the pump? It's dry even though the tank is full, and can I get it to run if the in tank pump is bad? thanks, Larry
