• I don't think the main pump can suck air, although they've been known to pull fuel thru a dead tank pump. Try jumpering from the LEFT side of fuse 6 (always 12V there) to the RIGHT side fuse 4 contact with the fuse removed. That point leads directly to the tank pump.
(it would also back-feed to the main pump if the fuse was in place.)
The tank pump should run. The reason for pulling the fuse is to prevent powering the main pump, to make it easier to listen for the tank pump.

• Not if that tank-to-main pump hose is dry.
