Rear shock removal. 200

Having difficulty removing the lower thru trailing arm shock holding bolt. The outside 18mm nut came off, the inner 17mm bolt head will not turn. Pb blaster and a 3 foot pipe applied. I have done this job previously on another 240 with no difficulty. Is it a carriage bolt? Is it actually threaded into the stabilizer bar it also secures? Thanks
