HELP Ball joint/strut tower problem 200

So, in taking out the ball joint, where it bolts into the strut tower, one of the 4 bolts broke off and is now stuck in there... Now, what's the best way to move forward. It looks like a hardened bolt, and it looks like some previous owner/mechanic thought thread locker would be a good idea. Am I SOL? how would I even drill that out? Looks like a 7" drill bit is needed to even clear the dust plate. And I don't want to have to replace the whole tower assembly. 3 bolts good enough? (i think I know the answer to that) Help would be appreciated. thanks
