winter tires vs. all season 200 1993

What's the best tire to put on a wagon for winter driving? I've heard Blizzaks' are recommended, but i'm not planning on driving in snow very often. We mostly have dry pavement even after a heavy snow. At worst, ice mix and packed snow. Any recommendations are appreciated.
