possibly stoopid question..gots to know 700 87

I've been scratching my head over this, this a.m. and can't come up with the answer. Why is it important to make sure the engine is set to TDC firing when retensioning the t belt? I am thinking the t belt can be retensioned wherever it happens to come to rest when the ignition is turned off. What am I missing?
