Dan, I think you are absolutely right: it can be retensioned wherever it happens to come to rest. This position may be a bit off from zero valve spring bias depending on friction vs. the inertia of the flywheel, but TDC should be an easy reference for one of those possible rest positions.

But like Mr. Foster, I've never bothered with the 2nd tensioning. Broke several t-belts, but so far none I've purchased. I have been replacing the tensioner when the old one rattles.
