If the price is to high to make it as you desire, put it in as is and adjust your maintenance sked accordingly (i.e. brick actually has 143k more on it than indicated.) From a legal standpoint in the U.S. as long as you disclose the actual mileage upon sale of the vehicle, what is on the odo does not matter. I have found people of integrity will photograph the old instrument cluster just prior to removal noting the odo reading, and photograph the new cluster as soon as it is installed, again, noting the odo reading. Date the photos and keep them with your maintenance records.
