high idle 700 1989

I have a 1989 volvo 740 sedan non -turbo.The problem I am having is a high idle every time I start car.after,you start car, the idle will slowly come down to 1400 rpm.I have tried adjust the idle but this has not worked.Any suggestions? Thanks for a reply.
