Electrical Problem Fuse Number 9 keep Blowing 700 1987

Fuse No 9 is for the window winders, turn signals, seat belt/heater. I have disconnected all these switches, then turned the ignition to pos 2 and the fuse still blows. My hazard lights are still working so I dont think its the flasher unit. I Have checked for broken/loose wires but still no luck, any ideas. Volvo said they would charge $180 per hour to diagnose.

However it did work once and the front windows wound down. Just as I started the engine the fuse (and 20 others after that) blew. Now I cannot even wind the windows up. Any ideas on how to wind the windows up and the main problem would be greatly appreciated.
