looking for dull paint cures 200

My beige 82 245 is a desert car--no rust at all. However, the 21 year-old paint isn't nearly as shiny as it once was. It might be faded, or it might be dirty. How can I tell? For dirt, is it wise to use a clay bar or just a cleaner wax? What about if it's faded? I don't have access to a buffer, so what can I do?
