AC clutch never cycles off S90-V90

On my 97 960/S90 the AC compressor clutch never cycles off when the AC button is engaged, regardless of what temperature is selected.
What could cause this problem.
This car is driving me crazy! On my Nissan and Pontiac I have complete documentation (for less than 150.00) to troubleshhoot whatever comes up.
The volvotechinfo web site lists the full S90 manual set at $6000.00 plus.
Thats almost the price I paid for the car!
