Fender Rust Concerns 200 1986

hey guys, me again, my brick has a rust problem in the passenger side fender/wheelwell. It seems that right at the bottom rust has eaten a considerably large hole seperating my fender from the wheel well, and i dont know what i should do about it. Is the entire fender replaceable? The reason i ask is because it's awful attatched to the rest of the car. What should i do? grind the rust down and bondo that mofo or pray that it doesnt get any worse? well see ya all.
