a/c control panel or something else? 700 1992

Had a slow leak in a/c system. The shop said it was coming from my diesel kiki compressor. I would recharge on occasion unitil one day fuse 16 blew. replaced the fuse and it blew again after about 30 minutes of use. So I replaced it but didn't run the a/c too long so as to avoid another blown fuse. My wife ran it and the fuse blew again but this time replacing the fuse didn't do the trick. Now the compressor won't turn on at all. I checked solder connections on control panel and everything looked fine. I hear what sounds like a relay turning on and off at the control panel when I turn on the system so maybe my control panel is ok. I don't see any obvious frayed wires causing a ground circuit. Is my compressor just caput?
