headlight problem 200 1990

I have a 1990 240DL 5spd, my problem is the low beams are not working. I have checked the grounds at the bulb recepticle and are good. I have metered the low side of the recepticle to ground and are getting 7.5v. I don't know what could be pulling the voltage down? Oh the high beam side is woking fine.
