headlight problem 200 1990

Low beam problem still exsits,I have metered the dipper relay 12v on 56 yellow and 56b blue, I receeded the blub failer sensor a couple of times and rechecked the headlamp recepticles 12v on low side it's fixed I thought, butten everything back together no low beam? Can I use genaric blups or should I be using a higher quality product any segestions?
