AW's, torque converters and trouble shooting

I have a 88 760, drove it to Michigan and back with no problems but the torque converter never seemed to lock up with a tell tale drop in rpm.

I looked around and read somewhere that if the tag on the tranny says AW 71L it should lock up. I have the appropriate tag and also 87 760 witten on the top in junkyard yellow paint. I guess it is a replacement jy tranny.
My questions:

1. IF one has a lock up torque converter what are the tell tale signs?

actuators in the pan, a pressure switch somewhere, a body code ( mine does not seem to have the proper "code" line 2 digit 2 on the plate next to the radiator)?

2. If one did have a lock up torque converter and it was not functioning what would be the appropriate steps to trouble shoot.

3. If one were paying through the nose for gas and wanted to spend a couple of buck so as not to have to buy a hybrid crushable civic, what steps would be necessary to put in a lock up torque converter. Mostly I am interested in the control of the lock up as I imagine a trans swap would be in order and that seems to be well documented on this site already.
