Frozen Brick 700

The driver's side floor in my brick is literally and figuratively frozen.
I have been battling a water leak for the last 2 years and I finally found the patch job underneath the(driver's kick panel) where the previous owner tried to stop the water from coming in. The body work was extensive and instead of ripping up what had been done, I just used silicone to re-inforce what was there. This seemingly stopped the leak and my floors hadn't been wet until a few months ago. Now that the temperatures are getting cold in Philly, my floors are frozen and I can't even pull up the carpets.

I guess my question is, how bad is this for the floor? Could I fall through or anything? I can see a little rust on the underside, but it looks as if there is a support beam under the floor of the driver's side.

Is there a diagram or a narrative on how to remove the front seats?
The first semi warm day that I have, I'll need to remove the seats and pull up the carpets to really see how bad it is.
