Overdrive in 145 not engaging 140-160

Here's the deal. I just bought (deal of the century - total IPD project car, everything updated, paid only $700!!!) a 1970 145 with a rebuilt B20 and the manual transmission with the J-type overdrive. The problem I have is that the OD doesn't always engage when I shift into it -- in fact, it never does. I engage the OD and nothing happens, then about 25-30 seconds later it kicks in. The cool thing is, when it shifts into OD it is as smooth as silk -- better than my 1990 745. Any ideas?
