Chasing a short circuit 140-160 1973

I'm chasing down a weird short in my license plate light wiring. -- something on one of the holders in my 145 tailgate keeps shorting out. The circuit is fine with the holders dangling. But seat them in the tailgate apertures and the fuse goes. Anyone run across this? (It's not at the hinge -- I replaced that wiring some time back.)

I recall reading of a homemade short tester -- wiring a bulb across the fuse holder or somesuch. How does this work? What's the theory? Electricity leaves me hornswoggled.
