Weird Tranny Problems 700 1987

Hey all... ok, I've read all the FAQ's and still can't figure this out. 87 740 Auto...the engine revs up in every gear until I let off a little at about 3k and then it MIGHT shift up. It NEVER shifts into OD (4th). The OD relay is clicking on and off and the arrow on the dash is working but it doesnt make any difference. Tranny is fine on fluid. Any other ideas? I got this car for $500, this is the only thing wrong...i'd love to fix it soon. I just don't want to waste the money on the relay if I don't need it. Thanks!
