Weird Tranny Problems 700 1987

Thanks guys... ya, what's weird is the throttle sticks halfway, if I press it hard it'll get past that and it basically floors it and kicks down.. is that most likely that cable? Where would I check up on the cable? What's the easiest way to get to it? Thanks!
