hoarse horns 700 1990

Both horns worked fine until today. Now they both sound muffled or muted, like they are only getting part power. Same results no matter which of the two horn buttons are pushed. I'm guessing it is some kind of electrical short. I'll be checking it out this weekend, starting with the wiring at the horns.
