Replace front seals? 900 1993

When I purchased my '93 944T (which had 95K mi. at the time) I had a pre-purchase inspection at Hubbard Woods Motors near Chicago. They told me that I would have to replace the timing belt at 100K and also said that they replace the front seals at that time, since they are then more easily accessible. I am getting ready to take my car into a downstate dealership for the 100K service (the Volvo website only lists replacing the timing belt and cleaning the EGR system). When I mentioned replacement of the front seals to the service manager, he said that unless they are leaking, he would leave them alone. He also said that the tensioner should be replaced, but this is not mentioned in the Volvo website as part of the scheduled service.

So, who's right? Although I don't see any leaks, should I have the front seals replaced anyway? I should note that I am intending to switch to synthetic oil with the next oil change; does that affect the decision to replace the seals? And is the tensioner really supposed to be replaced at this time? Thanks for your help.
