Question about 940 turbo

I've been doing a lot of my own maintenance lately, and I have a stupid question regarding the two silver looking pipes that wrap around the oil filter on my 1994 940 turbo sedan. From under the car, there are two pipes that come down, I'm guessing from the turbocharger, and then they meet and there's a nut there. Does the nut drain the turbo, and am I supposed to drain it when I change the oil? thankyou in advance for anyone's help.
