Rusted forward frame sections 700

Hi All:

I was thinking of rebuilding a 1986 GLE 745 Turbo Diesel until I discovered massive rust on the forward Frame sections. Where they connect to the body. All the body panels and rear frame sections are in excellent shape. I wouldn't have found this problem if I didn't use the floor jack in this area. As the damage was camoflauged by the undercoating. The damaged is so extensive that the frame sections collapsed under the weight. with massive rot on the bottom of these sections. The right side is worse than the left.

I have 2 other 700 series cars and they don't exibit this damage. What do you think happened here? I thought these 700's were rot free, I guess not.
