not a volvo question - VW

Sorry for the non-volvo question everyone...

My dad owns a 91 jetta sedan. The car from an engine perspective has been running fine. idle, power, quiet, etc... no issues.

A shade tree mechanic replaced the timing belt (I think it was original and ready to let go).

The next day, for over a week now, as soon as the car warms up three minutes or so after startup, a loud buzz goes on in the dash (loud, electric buzz, like an alarm, not buzz-like sound, but a buzzer actually). The buzz stays on indefinately until the car is started up cold again.

Any ideas? Any clues to lead the problem characterization?
It seems like the idle MIGHT be a tad low too, and one accessory belt is really tight...
