Back seat seat back won't fold down-wagon 700 1990

The other day as I neded to lay the back seats down in our 90 745 GL wagon,I first flipped the seat bottom forward, and as I squeezed the lever to release the latch I felt a moment of resistance but then it just slipped.
Now that handle/lever on the back of the seat back just moves freely without releasing the latch, and that side of the back seat won't fold down.
Is this at all common? It looks like I might be able to remove the back carpet panel of that seat section, is that where access is? I tried the FAQs, did I look in the right area because I didn't find anything.
