ABS light on, Brakes work fine with abs light on, poor with abs off. 97' 960 900 1997

Most times I start up my car the abs light is already on and the brakes work fine. On occasions when the abs light is not on, The brakes will shudder when I push on them and then halfway through will go release and smooth out. The abs light comes on after this happens and the brakes work fine for the rest of the trip.

Where do I start? The car came with this problem and this is my first experience with ABS brakes. The fluid is full in the resevoir.
