intermittent no start 200

MY 89 240 occasionaly will not start while cold. When it does not start I can
hear the relay click but the fuel pump will not cycle. after turning the ignition on and off a few times the pump will usually then turn on and run
fine after that. This has done this only three times since
I have had it, (3 years). It has done this twice in the last month however.
any ideas would be apreciated.
