Your description about the one wheel not turning smoothly and then popping into position clinches the problem as the upper strut bearing. It is binding at one point and the coil spring fights until the lockpoint is overcome - with a big 'twang' or pop. If you watch the top of the spring through the wheel opening while somebody turns the steering, you'll see the upper seat jump when the noise occurs. Not the symptom of a bad rack at all.
