I would remove the fan to see if it is mechanically stuck.
If it spins freely, then connect 12v to it to see if it runs.
If it runs, your problem is a fuse, the switch, or the wiring.
I usually start at the component that is not working and work backwards toward the switch that controlls it. If you supply electricity directly to the component, you find out immediately if it should work.
Usually the rest of the system is a bit more complicated to troubleshoot. A flaky switch or a bad ground can drive you crazy.
A lot of people check voltage, but voltage by itself will NOT make something work, the proper amount of current has to flow to make a motor work
The rubber covering on the cable is for appearance and to keep water out. some cables have no covering.
There is an outer and inner cable. If you remove the entire assembly, you can see if it is stuck or broken. Sometimes, you can get a replacement inner cable from an auto store, or use a generic one until you can make a better repair.
I cannot comment on the pad, my 1800 does not even have a dash!
