ring gear position??? 700

the FAQs say that the ring gear effects the signal that the ecu gets to adjust the timing. in the book that i have for my 1989 740 GL (B230F) it says that the dot on the sproket should be at the 3 oclock position at TDC and when the cam is lined up. is this true?

mine is currently at the 6 o'clock position, could this be why my timing is 5 degreese instead of 12?

how do i adjust that? just remove the belt and spin it?
