Nissens radiator split design (& 'Sameer brand' expansion tank)

I got a Nissens aluminium/plastic radiator from FCP Groton. I installed it and it seems to work and be leak-free. The interesting thing is that the two rails on top and bottom have a split in them near the center. Certainly deliberately done, and according to FCP, all of their metal/plastic radiators are like that. Why are they like that? Is this to allow for thermal expansion?

OTOH, the new expansion tank that I got from them, I wasn't so lucky with. It's a Sameer brand tank, is a bit taller than the original, and doesn't fit the bracket very well. I got an original in better shape than mine from a junkyard instead and am sending the tank back to FCP for a refund.
