940 timing belt riding off into the sunset 900 1994

Just purchased with 106K, figured I would change timing belt as it had not been done. Original seemed slack on removal. New belt installed, turned engine 2X by hand, belt is working its way off the tensioner and cam! Replaced tensioner with NOS part, same thing. If belt is loosened it does not ride off....has anyone seen this?
