No start; floods out 200 1988

Trying to diagnose a no start situation on limited information from remote location.

All I know is that the car will not start because of excess fuel. It has spark and when the fuses are removed it tries to start momentarily. Sounds like they might have washed the cylinders down with the excess fuel.

What are some things I might tell them to try to get this running for them and if I can get to them before they do get it running what should I take along to try to diagnose the specific problem? I have a running 88 that can serve as a temporary donor.
