Brake pedal very hard when cold 200

Hello,

I sold my '84 245TI to my neighbor a few months ago and he told me the car has a problem: when the weather is cold, around 40F or less, the brakes will be very hard, as if the booster is not working, until the car warms up.
He also said the the brake failure light comes on at times, but I'm not sure if it's at the same time this is happening.
Any ideas where to look? Booster checkvalve? but why would the Brake Failure light be on?
