Big bore B20 (2.2 liter) emissions help 120-130

The plus side to leaving Alaska is year round motoring, the down side is now I have state emissions to pass for the first time.

Help please. I have been able to pass the driving portion (25mph for 3 minutes) with plenty to spare, but the idle test keeps failing 4 times and counting. I have not been able to get the CO2 below 1090 ppm at idle. Arizona state law is 500 ppm or less.

The engine= b20 overbored 2.2 liter IPD big bore kit with Isky torque cam, FI head with high compression, SU carbs with matched needles and high flow air filters, header into 2.5 inch free flow exhaust, Crane electronic ignition, stock coil, 165f thermostat, custom triple core radiator.

I have tuned the engine to spec, set the valves at .016 (yeah I know its a bit tight, but I'm getting desperate),tried running at high speed to clean it out, leaned it out way out, jacked the idle to 1500 rpm, questioned the accuracy of the emissions machine...

What else am I missing? any thoughts? I need to pass this before I can finish the air conditioning install.
