I think that's the answer. It sounds like, by comparing your and my experiences, IPD's version is more precisely made (given that I had no trouble with it).
By the way, just for identification purposes, the IPD tool is gold anodized, and has one assembly weld: it attaches the curved (crank insertion) part that is welded to the "long" portion with a zig-zag bend (to achieve the proper "heights" with which you had trouble) to the hole for the tensioner.
