I think you're looking for a rubber grommet (different from the popular claymation dog from "Wallace and Grommit").

These are pretty easy to find, but the inside hole size is usually too big for the pivot. You could probably get around that problem with some nylon (or any material) bushings to increase the throttle linkage diameter.

Still, I picked up an assorted box of grommets from Harbor Freight for pretty cheap. You can get the same from a decent hardware store.

Swedish Treasure and GCP.se probably have just the right size.
