tank pump symptom? 200 1993

My '93 is having a bit of a intermittent hard start issue. It usually starts fine on the first try as long as the tank is 1/2 full or better. But when it's below 3/8 tank or so, it usually takes two tries. Crank it, turn the key back, and then vroom! Am I looking at a tank pump replacement job? The top of the sending unit and lines are very scaly so I'm probably going to replace it soon anyway (just soaked it in oil to keep it from getting much worse). Possibly related is that it simply would not start last week one morning when it was -18F
