Anyone else have this problem? Can't get fuel pump to stop! 200

I am in the process of replacing both fuel pumps in my 84 wagon with the B23F and I have into a peculiar issue. I want to relieve the pressure in the lines and under the reccommendation of the FAQs, I tried pulling the main pump fuse to run the car out of fuel. The problem is, I have pulled every single fuse and I can not get the main pump to stop running with the engine running. The pump will stop with the key off, but when the engine is running, it looks like the pump is not fused. I know the pump is running because I can feel vibration on the pump body and I let the car run for about 10 minutes with the declared fuel pump fuse pulled. Any advice? The only fuse I have not pulled is the 25A fuse under the hood, but I thought that was the main fuel injection supply...
